Kei Trucks Montana: Can They Be Street-Legal?
Yes, Montana’s current title manual provides a street-registration route through its unconventional light vehicle process.
The Montana MVD Title Manual, March 2026 lists Japanese mini-trucks as unconventional light vehicles. The owner chooses either street-legal or off-highway licensing; the vehicle cannot carry both classifications at the same time.
For the street path, the manual requires the self-certified MV70A equipment checklist. After the street requirements are completed, the vehicle is registered as a passenger car or truck and receives the corresponding plate and fee treatment. That published path supports a “yes,” but it does not mean every imported chassis or incomplete ownership file will be accepted.
| Planned use | Published path | Resolve before purchase |
|---|---|---|
| Public-road operation | Street-legal unconventional light vehicle; complete MV70A and title/registration file. | Equipment, ownership chain, federal entry evidence, insurance and county submission. |
| Off-highway use | OHV licensing instead of street-legal licensing. | Where it may be used, OHV equipment, permits and transport to the site. |
| Mixed road and off-highway plan | One vehicle cannot be licensed in both categories simultaneously. | Ask MVD and land/road authorities how the chosen license fits every segment. |
Montana mini truck title: start with the ownership chain
The March 2026 manual changed the routine bond instruction for Japanese mini-trucks.
The current manual says that since October 23, 2024, Japanese mini-trucks no longer need the break/bond process when the chain of ownership is intact. They use the unconventional light vehicle process described in the manual. That is a meaningful change from the June 2024 manual, which still listed a routine bond requirement.
“Intact” should be demonstrated, not assumed. Match the Japanese export certificate and translation, invoices or bills of sale, any dealer reassignment, prior US title and the chassis number. Ask the county treasurer or MVD to review a missing link before paying.
Montana’s general bonded-title guidance remains relevant when no title record or satisfactory ownership chain exists. Its age/value rules are case-specific. Do not buy a truck with missing records on the theory that the 2024 Japanese mini-truck update automatically cures them.
MV70A street equipment: check the actual truck
The form is a self-certification under penalty of law, not a casual accessories list.
The current Montana forms index describes MV70A as the checklist to self-certify that a non-conforming light vehicle is street legal and equipped for highway operation. The one-page MV70A requires the applicant to certify compliance with Montana Code Title 61, chapter 9.
| Group | What the form asks the applicant to certify |
|---|---|
| Lighting | Two headlamps with specified mounting and beam performance; tail lamp and license-plate lighting; rear reflectors and applicable stop lamps. |
| Control and noise | Working brakes on all wheels, an electronic horn meeting audibility conditions, and a compliant muffler without cut-outs or bypasses. |
| Visibility and running gear | Rear-view mirror, qualifying tires, rear fenders/splash aprons/flaps and compliant seatbelts. |
| Low-speed marking | A vehicle unable to travel more than 25 mph displays a slow-moving vehicle sign. |
Measure before assuming factory equipment passes
MV70A includes mounting heights, visibility distances and beam-performance statements. Check every current box on the unaltered official form and retain invoices for any correction. A photograph or this summary cannot support the applicant’s certification.
Montana kei truck registration: build the county file
Montana title and registration occur together for a motor vehicle.
- Ownership chain: Japanese export certificate, translation, invoice/bill of sale, dealer assignments and any US title, all matching the chassis.
- Federal import: CBP entry, DOT HS-7 and EPA 3520-1 with evidence supporting the declarations. Use NHTSA and EPA sources for the chosen import route.
- Vehicle identity: ask whether a Stage 1 Vehicle/OHV VIN Inspection (MV20) is required for the transaction; the current forms index identifies the official form.
- Street equipment: completed MV70A for street use, with every applicable item checked only after inspection of the actual truck.
- Application and county submission: current title application, identification, insurance, taxes and fees requested by the resident county treasurer. Our guide to kei truck insurance in the USA covers quotes, coverage and chassis-number problems.
The MVD registration page directs residents to title/register as required and tells new residents to apply within 60 days of establishing residency. The title page states a motor vehicle cannot be titled without also being registered. Confirm the receiving county’s current originals and fee calculation before the appointment.
If using the typical 25-year federal safety exemption, verify actual manufacture date rather than only model year. The federal safety and EPA paths remain separate from Montana’s equipment and ownership review. Use the USA import guide for that sequence.

Kei trucks for sale in Montana: compare routes and records
A local plate, an auction grade and a clean exterior answer different questions.

Inspect the truck behind the listing
Request clear chassis-stamp, frame, cab-floor, bed-mount and wheel-arch photographs. Ask for a cold-start video, warning-light check and notes on leaks, corrosion and previous repairs. Arrange an independent mechanical inspection when practical.
A clean exterior cannot prove structural condition. Four-wheel drive does not offset weak tires, brakes or steering. Compare the actual chassis, maintenance record and parts availability with the intended work.
Generated editorial illustration; not Mirai inventory or evidence that a vehicle passed inspection.
Start at the kei truck buying hub, then compare Suzuki Carry, Honda Acty, Daihatsu Hijet, Subaru Sambar and Mitsubishi Minicab candidates by year, chassis, body, drivetrain, condition and records. Model names alone do not settle registration or compatibility.
Use the Japanese auction sheet guide before bidding and request clarification of every material note. Plan kei truck parts sourcing from the chassis and part number rather than assuming every 660 cc truck shares components.
Budget for the complete Montana file
Include equipment corrections and county charges before setting a bid limit.
A purchase price is only one line of the budget. Use the Japanese auction price guide as a starting point, then request an itemized estimate that states what is included and who carries delay or storage risk.
| Cost group | Include before committing |
|---|---|
| Vehicle and Japan-side work | Purchase, service fees, inland movement, documentation and agreed inspection or repairs. |
| Freight and US entry | Ocean freight, marine coverage, broker charges, duty, port handling and possible storage. |
| Montana delivery | Domestic transport, unloading, appointment travel and a contingency for failed or deferred state steps. |
| Title and registration | Translation, taxes, title, plates, registration and any vehicle-specific inspection or ownership process. |
| Insurance and first service | A written quote for the actual chassis and use, plus tires, brakes, fluids and deferred maintenance. |
The light-vehicle fee page lists age-based registration rates and says vehicles 11 years old or older may qualify for optional permanent registration while ownership remains unchanged, subject to taxes, fees and plate restrictions. Ask the county to calculate the actual truck rather than treating the published base rate as a complete total.
Street-legal paperwork does not make every route suitable
Plan with the truck’s condition, traffic speed, weather and stopping ability.
The current manual describes issuance of ordinary passenger-car or truck plates after the unconventional light vehicle requirements are met. The sources reviewed did not establish a Montana mini-truck-only statewide road or interstate ban. That does not promise a route is safe, insurable or lawful under every general traffic rule.
Montana DOT’s speed page lists ordinary statutory limits for cars and light trucks unless otherwise posted. A legal maximum is not a required travel speed or proof that a compact older vehicle suits high-speed traffic. Use transport when a candidate’s condition, tires, gearing, weather or route makes self-driving unwise.
For OHV use, confirm the chosen license category, access rules and permits with the land manager and relevant authority. The street/OHV choice in the manual should be resolved before assuming a plated truck may also use every trail.
Montana kei truck FAQs
Direct answers for decisions before purchase.
Are kei trucks legal in Montana?
Yes. Montana’s March 2026 title manual places Japanese mini-trucks in the unconventional light vehicle process and provides a street-legal path using MV70A, subject to ownership, import, title, registration and insurance requirements.
Can one Montana mini-truck be licensed for street and OHV use at the same time?
No. The current title manual says an unconventional light vehicle cannot be licensed as both street-legal and off-highway; the owner must choose one category.
What is MV70A?
MV70A is Montana’s self-certified Inspection Checklist for Unconventional Vehicles. A street-use applicant certifies the listed lighting, brakes, horn, muffler, mirror, tires, fenders, seatbelts and other requirements.
Does MV70A mean MVD inspected and approved my truck?
No. It is an applicant self-certification, and county or state authorities may reject an altered form. Complete it truthfully and ask what other identity or title review applies.
Do Japanese mini-trucks always need a Montana bonded title?
No. The March 2026 manual says the break/bond process is no longer required when the ownership chain is intact. Missing or unsatisfactory ownership may still invoke general bonded-title review.
What proves an intact ownership chain?
Use the Japanese export certificate and translation, invoices or bills of sale, dealer assignments, prior titles and a matching chassis number. Ask MVD or the county to review any gap before purchase.
Is a 25-year-old truck automatically titled in Montana?
No. Federal import age does not replace Montana’s ownership, equipment, title, registration or insurance requirements. Confirm actual manufacture date and retain the federal entry file.
Can I license an unconventional vehicle as a passenger car or truck?
Yes. The current manual says a street-legal unconventional light vehicle that completes the process is registered as a passenger car or truck with the corresponding plates and fees.
Does Montana prohibit kei trucks from every interstate?
No mini-truck-specific statewide interstate ban was established in the official sources reviewed. Ordinary registration and traffic rules still apply, and legal access does not prove an older compact truck is suitable for a high-speed route.
Can an older light vehicle receive permanent Montana registration?
Yes, an eligible light vehicle 11 years old or older may be permanently registered while ownership remains unchanged, subject to additional taxes, fees and plate restrictions. Ask the county for the actual calculation.
What should I compare before buying?
Compare ownership-chain quality, federal entry evidence, MV70A equipment readiness, actual condition, insurance availability, route suitability and itemized delivered cost.
Can Mirai help source a Montana truck?
Yes. Mirai Trading LLC can discuss a Japan shortlist using your chosen license path, condition requirements and budget. Montana authorities decide title, registration, equipment and road eligibility.
