Are Kei Trucks Legal in Oregon? Road and Off-Road Guide
Generally no for ordinary road use. If you are asking are kei trucks legal in Oregon, the current Oregon DMV Vehicle Types page says kei vehicles and mini-trucks generally cannot be titled or registered because they were not manufactured for U.S. highways. A narrow Class IV ATV title possibility does not create road plates, and 2026 HB 4063 is still a bill.

DMV’s kei-specific policy still applies.
Class IV must meet its statutory definition.
Class IV cannot be made street legal.
HB 4063 remains in committee.
Are Kei Trucks Legal in Oregon? The Current DMV Answer
Import permission is not a state road title.
Oregon DMV’s Vehicle Types page, checked October 2026, says many kei vehicles may be imported but ordinary examples cannot be titled or registered in Oregon because they were not manufactured for U.S. highways. Oregon’s general foreign-ownership document checklist does not override the kei-specific refusal. Back to all state laws. Neighboring state guides: California.
Therefore a seller’s out-of-state title, a federal 25-year exemption, or an ordinary farm-use claim should not be treated as a route to an Oregon road plate. The DMV page does name a narrower ATV-title possibility for a mini-truck that actually meets Class IV criteria. A title in that class is not a road registration.
Class IV ATV Title: A Narrow Off-Road Distinction
Title, ATV permit and road registration answer different questions.
The DMV page says a mini-truck may be titled if it meets ORS 801.194(2), 2025 edition’s Class IV ATV definition. That statute includes four or more tires designed for off-road use, cross-country capability, nonstraddle seating and original manufacture for off-road use only, among other limits. Adding a lift kit or mud tires to a road-manufactured Japanese pickup does not by itself establish original off-road manufacture. Oregon Parks and Recreation’s current ATV FAQ says Class IV ATVs cannot be made street legal.
DMV may title a qualifying ATV but says it does not issue ATV registrations. Oregon Parks and Recreation’s permit page describes operating permits for ATVs on public ATV lands; the correct class, land-manager rules and operator requirements still govern. Private-property use with permission is the more straightforward intended-use brief for a typical kei pickup.
| Scenario | Published result | Buyer implication |
|---|---|---|
| Typical Japan-market kei truck | No ordinary Oregon road title or plates | Do not buy for commuting. |
| Vehicle proven to meet Class IV ATV definition | DMV may issue ATV title | Title is not street registration. |
| Public ATV land | Permit and land/operator rules apply | First establish actual ATV class eligibility. |
| Permitted private property | Off-road ownership/use | Describe that use honestly to insurer and seller. |
A conventional kei truck was made for Japanese roads; do not assume it meets Class IV’s off-road-original-manufacture condition.
Oregon HB 4063: Proposed, Not Enacted
Do not buy on a future-law assumption.
The official 2026 HB 4063 measure page, checked October 4, 2026, describes a bill to allow kei-truck title and highway use. Its status remains “In House Committee” (Transportation), with no chapter number. Because it has not become law, it does not change the current DMV answer. Any later enactment would need a new source review and effective-date check.

Oregon Kei Truck Registration: Federal Import Is Separate
Maintain the customs and export file even for private-land use.
NHTSA’s current import FAQ explains the 25-year FMVSS exemption based on manufacture date. EPA’s current vehicle-import guidance covers emissions separately. See the USA import guide for the federal entry sequence. Preserve Japanese export papers, invoice, chassis identifier, CBP entry and declarations. They document lawful entry and ownership; they do not create an Oregon road plate. For private-land coverage, use the kei-truck insurance guide and disclose the actual use.

Mirai Auction Portal
Access is exclusive to Mirai customers after inquiry. The portal covers candidates from major auctions across Japan, with robust filters for U.S. buyers: build age, chassis identity, engine, export records, grade, condition and destination-state needs. Mirai helps interpret auction sheets and prepare Japanese documents. This is curated auction access, not public or Mirai-held inventory. “USA-ready” screening does not promise customs entry, Oregon title or road use; the DMV’s current kei policy remains decisive.

Are kei trucks legal in Oregon?
Generally no for ordinary public-road use. Oregon DMV says kei vehicles and mini-trucks generally cannot be titled or registered because they were not manufactured for U.S. highways.
Can a 25-year-old kei truck get Oregon road plates?
No. Federal age-based import eligibility does not override Oregon DMV’s kei-specific road-title and registration policy.
Can Oregon title a mini-truck as a Class IV ATV?
Generally yes only if the specific vehicle meets the statutory Class IV ATV definition. DMV describes title eligibility for that class but does not issue an ATV road registration.
Does a Class IV ATV title make the truck street legal?
No. Oregon Parks and Recreation says Class IV ATVs cannot be made street legal in Oregon.
Will off-road tires or a lift kit make a normal kei truck Class IV?
No automatic conversion. The statutory class includes original manufacture for off-road use only and other design criteria; an added tire or lift does not establish those facts.
Did HB 4063 legalize Oregon kei trucks in 2026?
No. The official bill page still lists HB 4063 in the House Transportation Committee without a chapter number; it is a proposal, not enacted law.
Can I use a kei truck on my own private property?
Generally yes with the owner’s permission and applicable property rules. DMV’s road-title refusal does not prohibit private-land ownership and use.
Can I use it on public ATV land?
Generally yes only if the vehicle qualifies for the relevant ATV class and meets land-manager, permit and operator requirements. A normal kei truck is not automatically a Class IV ATV.
Can a farm plate or out-of-state title bypass DMV’s kei policy?
No. Oregon DMV’s specific kei guidance gives no general farm-plate or out-of-state-title workaround for ordinary road registration.
What documents should an off-road buyer preserve?
Keep the Japanese export certificate, sale chain, chassis identity, CBP entry and federal declarations. Those records support ownership and lawful import even without Oregon road plates.
Can an engine-swapped truck use EPA’s over-21 provision?
Generally no. EPA’s age-based provision depends on the original engine configuration; a swap needs a different compliance analysis.
Can Mirai guarantee future Oregon road registration?
No. Mirai can screen and export a vehicle for the intended use, but Oregon DMV policy and future legislation are outside Mirai’s control.

How we checked this
We compared the kei-specific DMV paragraph with its general title page, the Class IV statute and Parks FAQ, then checked HB 4063’s official measure status. The ATV title possibility is not presented as street registration. No individual ATV classification, Oregon title, road permission or legal-specialist review is claimed.
