Are Kei Trucks Legal in Georgia? DOR Policy and Buyer Guide
Generally no for public-road use. For buyers asking are kei trucks legal in Georgia, the controlling Georgia DOR Policy Bulletin MVD-2023-05 directs county tag offices not to title or register Japanese kei vehicles and minitrucks, including vehicles titled elsewhere. A federally imported truck can still be a private-land purchase, but it is not an ordinary Georgia road-plate candidate.

DOR kei-specific policy bars title and registration.
MVD-2023-05 remains DOR’s published kei policy.
A prior title does not change the policy.
Only special FMVSS evidence is described.
Are Kei Trucks Legal in Georgia? The DOR Answer
Georgia’s published kei-specific policy controls this buyer question.
Policy Bulletin MVD-2023-05, pp. 1–3, states that Georgia will not title or register Japanese kei vehicles, minitrucks and similar vehicles because DOR treats them as non-FMVSS-compliant unconventional motor vehicles under O.C.G.A. §40-3-30.1(f). It tells county tag offices not to issue titles or registrations, and says an out-of-state title does not fix eligibility. Back to all state laws. Neighboring state guides: Florida, Alabama, Tennessee, and North Carolina.
DOR says some kei vehicles were tagged in error and that it can invalidate the title and revoke registration when discovered. A seller’s current Georgia plate is therefore not proof of durable road rights. The bulletin identifies a narrow possibility if U.S. Customs or U.S. DOT supplies special FMVSS compliance certification; it says ordinary 25-year import papers do not provide that certification and DOR had not seen such evidence for a kei vehicle.
Georgia Kei Truck Registration: Why General Import Forms Do Not Solve It
General foreign-vehicle title instructions cannot override the kei-specific refusal.
Georgia’s general foreign-vehicle title page lists ownership records and Form T-22B inspection for potentially eligible vehicles. The transfer-from-another-state page lists similar documents, federal entry papers and translations. Those are process instructions for vehicles that qualify for a title; the kei bulletin expressly rejects ordinary kei title/registration, even when another state issued a title. Do not interpret a form checklist as an exception.
| Buyer scenario | Published DOR result | Practical implication |
|---|---|---|
| Typical Japanese kei truck for public road | No ordinary Georgia title or tag | Do not buy it for commuting or road use. |
| Truck titled in another U.S. state | Still barred from Georgia title | Out-of-state paper is not a workaround. |
| Special U.S. Customs/DOT FMVSS certificate | Potential narrow review under DOR bulletin | Seek written DOR assessment of the actual certificate. |
| Private farm or off-road property | Bulletin describes this use | Stay off public roads; consider property and insurance terms. |
Georgia’s 2026 legislation on multipurpose off-highway vehicles has a later 2027 road-use provision for that separate statutory class. The cited DOR bulletin does not say that ordinary Japanese kei trucks enter that class, so this guide does not present it as a kei workaround.
What a Private-Land Buyer Can Still Do
Keep the intended use, ownership file and insurance description aligned.
The DOR bulletin describes kei vehicles as imported for farming and off-road recreation. On property where the owner permits use, a compact truck can be evaluated as private-land equipment. That is different from a public-road registration route; driving from one parcel to another over a public street is not a published exception. Keep federal import, customs and Japanese ownership records, and ask an insurer about the true farm or property use using the kei-truck insurance guide.

Federal Import Permission Is Not a Georgia Road Plate
Entry documents answer a different question from state titling.
NHTSA’s current importation FAQ explains the 25-year FMVSS exemption measured from manufacture. EPA’s current guidance has separate emissions provisions. The DOR bulletin specifically says HS-7 Box 1 age-exemption paperwork does not establish FMVSS compliance for Georgia road titling. Our USA import guide covers the entry file; the state decision remains separate.

No ordinary Georgia road route
DOR’s kei policy blocks a typical Japanese kei truck from Georgia title and registration, even with an out-of-state title.

Filter Japan auctions against a private-land brief while keeping road expectations honest.
Mirai Auction Portal
Access is exclusive to Mirai customers after inquiry. The portal covers candidates from major auctions across Japan, with robust filters for U.S. buyers: build age, chassis identity, engine, export records, condition and destination-state requirements. Mirai can help interpret auction sheets and prepare Japanese documents. This is curated auction access, not public or Mirai-held inventory. “USA-ready” screening does not promise customs entry, title or road permission; Georgia’s current kei-specific refusal remains decisive.

Direct answers based on the current published DOR bulletin.
Are kei trucks legal in Georgia?
Generally no for public-road use. Georgia DOR Policy Bulletin MVD-2023-05 directs county offices not to title or register Japanese kei vehicles and minitrucks.
Will Georgia accept my kei truck’s out-of-state title?
No. The DOR bulletin explicitly says a kei vehicle titled in another state still cannot be titled in Georgia.
Does the federal 25-year rule override Georgia’s decision?
No. Federal import eligibility does not require Georgia to issue a road title or plate; DOR specifically discusses HS-7 Box 1 imports.
Can I use a kei truck on my private farm?
Generally yes, subject to landowner permission and applicable private-property rules. The DOR bulletin describes kei vehicles as used for farming and off-road recreation, not public-road travel.
Can I drive between farm fields on public roads?
Generally no. The DOR policy does not create a farm-to-farm public-road exception for Japanese kei trucks.
Could an FMVSS-certified vehicle be titled?
Generally yes only if a qualifying U.S. Customs or U.S. DOT FMVSS certification exists and DOR accepts the vehicle-specific evidence. DOR says it had not seen such documentation for a kei vehicle in its bulletin.
Does a 17-character VIN by itself guarantee a Georgia plate?
No. DOR uses VIN length as one screen but also addresses certification labels and official FMVSS documentation; the whole vehicle file governs.
What if a Georgia-tagged kei truck is advertised for sale?
A plate is not reliable proof of continuing eligibility. The bulletin says DOR may cancel an improperly issued kei title and revoke registration.
Does Georgia’s general foreign-title page provide a workaround?
No. The general imported-vehicle instructions do not override the kei-specific DOR prohibition.
Do I still need federal import documents for off-road ownership?
Yes. U.S. entry requirements remain separate from Georgia road registration; retain the customs, HS-7, EPA and Japanese ownership file.
Can an engine-swapped truck use EPA’s over-21 provision?
Generally no. EPA’s age-based provision depends on the original engine configuration; a swap requires a different compliance analysis.
Can Mirai guarantee a future Georgia road route?
No. Mirai can document and export a candidate for a lawful intended use, but a future policy change or Georgia title decision is outside its control.

How we checked this
We read the three-page DOR bulletin, including its out-of-state title and FMVSS certification questions, and compared the general DOR import-title pages so the latter were not mistaken for an exception. No individual certification file or legal ruling has been obtained. The guide does not claim that the separate future off-highway-vehicle legislation changes the kei policy.
