Yes. For buyers asking are kei trucks legal in Massachusetts, the RMV’s September 17, 2024 advisory reopened kei-vehicle registration effective September 18, 2024. A newly registered vehicle may receive a passenger or commercial plate according to intended use. The RMV still reviews the actual import, ownership, insurance and inspection file.

Massachusetts Kei Truck Registration and Plate Choice

Set the intended use, then assemble the Japanese import title file.

The RMV advisory says passenger or commercial plate by intended use; it does not declare all pickups commercial or all privately used trucks passenger. Describe the actual personal or work use to an insurer and RMV Service Center. Massachusetts’s imported foreign vehicle page, current October 2026 lists the Registration and Title Application stamped by an insurance agent, a used-vehicle ownership document such as registration or export certificate, any applicable chain-of-sale bills, CBP Form 7501, DOT HS-7 and EPA Form 3520-1. Foreign-language registration or sale documents require translation.

The application and Japanese export certificate should identify the same chassis. A Japanese short chassis number should be recorded exactly rather than padded into an invented 17-character VIN. The RMV makes the identity and title decision. The kei-truck insurance guide helps frame the insurer conversation.

Inspection, Equipment and Federal Entry

A road plate leads to a seven-day state inspection deadline.

Current RMV inspection guidance says newly registered vehicles must be inspected within seven days and annually afterward. Inspect brakes, lighting, mirrors, tires, glass, wipers, corrosion and emissions equipment for the actual truck and plate class. Massachusetts’s current LEV program guidance says a vehicle imported from another country must meet applicable federal requirements plus state LEV, registration and inspection rules. Do not infer a blanket emissions pass from vehicle age alone.

At the border, NHTSA’s current import FAQ describes the 25-year FMVSS exemption measured from manufacture and EPA guidance covers separate emissions entry. Mirai’s USA import guide explains the federal sequence. The RMV then evaluates the state application.

Massachusetts Kei Truck FAQs

Direct answers from the RMV advisory and current process pages.

Are kei trucks legal in Massachusetts?

Yes. The RMV’s September 17, 2024 advisory says owners may register kei vehicles effective September 18, 2024, subject to normal vehicle-specific title, insurance and inspection requirements.

Did Massachusetts reverse its 2024 kei-truck ban?

Yes. The September 2024 advisory superseded the RMV’s earlier July 2024 prohibition notice while the agency continued reviewing safety implications.

Can a kei truck receive a passenger plate?

Generally yes when the RMV classifies the specific vehicle and intended use for a passenger plate; its advisory also allows a commercial plate based on use.

Can a work kei truck receive a commercial plate?

Generally yes when intended use calls for that class and the RMV accepts the registration file. Commercial inspection and insurance requirements may differ.

Does Massachusetts impose a kei-only speed limit?

No. The RMV advisory does not state a special kei-only speed cap. A registered vehicle must follow ordinary traffic and posted-road rules.

What import papers does the RMV request for a Japanese truck?

The RMV foreign-vehicle page lists an insurer-stamped Registration and Title Application, ownership proof, chain-of-sale documents when applicable, CBP Form 7501, DOT HS-7 and EPA 3520-1.

Are English translations needed?

Yes. The RMV says foreign-language registration or sale documents must be translated.

Do I need Massachusetts insurance before registration?

Yes. For a vehicle imported from Japan, the RMV calls for a Registration and Title Application stamped by the insurance agent.

When must the truck be inspected?

Within seven days after registration, then annually, according to the current RMV inspection guidance.

Does a 25-year federal exemption guarantee a Massachusetts plate?

No. Federal import eligibility and RMV title, plate, insurance and inspection decisions are separate.

Can an engine-swapped truck use EPA’s over-21 provision?

Generally no. EPA’s age-based provision depends on the original engine configuration; a swap needs a different compliance analysis.

Can Mirai guarantee an RMV title or insurance policy?

No. Mirai can screen auction vehicles and assemble export evidence, but the RMV and insurer make those decisions.

How we checked this

We compared the later RMV advisory with the archived July 2024 prohibition embedded in a 2026 EVR notices compilation, then read the current RMV foreign-vehicle and inspection pages. The September 2024 advisory is the later controlling public statement. No individual RMV approval, insurance policy or legal-specialist review is claimed.
