Are Kei Trucks Legal in Louisiana? The Statutory Answer
A specific mini-truck road route exists.
R.S. §32:299.2(A), current statute checked October 5, 2026, permits a mini-truck on highways posted 55 mph or less. It excludes interstates, controlled-access highways and multi-lane divided highways with partial or no access control. This is not an ordinary unrestricted pickup registration.
The statute defines a mini-truck as a four-wheeled reduced-dimension truck with an enclosed passenger cab, cargo bed or compartment and a top speed of 65 mph. Check the exact vehicle against that definition and the required equipment before making a buying decision.
Allowed Roads, Exclusions and Local Authority
Posted speed alone does not settle a route.
Even below 55 mph, the express exclusions in §32:299.2(A) apply. Subsection H also allows Louisiana DOTD to prohibit a state-highway segment and parish or municipal governments to prohibit their roads for safety. Map the actual route, road design and jurisdiction rather than relying on the number on a speed-limit sign.
A Louisiana decal does not grant travel in another state; each destination state applies its own rules. Nearby Texas has a different registration system.
Louisiana Kei Truck Registration, Decal and Papers
The road route uses OMV off-road registration.
§32:299.2(C), current text, requires any mini-truck operated on a highway to register as an off-road vehicle and display the OMV-issued decal. The statute allows OMV to require a notarized translation of a foreign-language title at the applicant’s expense. Do not describe the decal as a normal passenger or truck plate.
Retain the Japanese export certificate or foreign title, invoice and sale chain, legible chassis identifier, CBP entry and federal declarations. Ask OMV which translated ownership document it accepts for this specific import. The statute supplies the decal route; it does not publish a universal promise that every Japanese chassis will be accepted.
Required Equipment, License and Liability Coverage
Inspect the exact list before bidding.
Subsection B lists headlamps, front and rear turn signals, tail and stop lamps, driver-side outside mirror plus a passenger-side outside or interior mirror, parking brake, windshield wiper, speedometer, odometer, brakes on each wheel, seat belt at each designated seat and a vehicle identification number. Photograph these items and verify function on the actual candidate.
Subsections D–E require a licensed driver and liability insurance at the limits referenced in R.S. 32:900(B). Use Mirai’s insurance guide to prepare the insurer brief.

Federal Import Is a Separate Gate
Age-based federal entry does not grant a state road privilege.
NHTSA import guidance describes the 25-year FMVSS age exemption by manufacture date. EPA guidance addresses emissions separately, including original engine configuration. Keep the Japanese export certificate, invoice, chassis identity, CBP entry and federal declarations. See Mirai’s USA kei-truck import guide for the entry sequence and the insurance guide for use-specific coverage.

Potential statutory route
The road may fit §32:299.2 if the mini-truck is registered with an OMV decal, equipped, insured and driven by a licensed operator, with no local ban.

No. Controlled-access and specified multi-lane divided highways remain excluded.
Do I need a normal pickup plate?
No. The statute calls for off-road-vehicle registration and an OMV decal for highway operation.
Can OMV require a translation of a Japanese title?

How we checked this
We read every subsection of the current Louisiana mini-truck statute and its liability cross-reference, then separated the off-road decal from a standard road plate and checked road-design exclusions. The relevant state agency makes each vehicle-specific title or registration decision; no approval or legal-specialist review is claimed.
