Are Kei Trucks Legal in Texas? Titles, Registration and Buying
Yes, if properly titled, registered and road-capable. For buyers asking are kei trucks legal in Texas, enacted SB 1816 treats qualifying miniature vehicles as motor vehicles for title and registration and permits public-highway use when the truck can comply with applicable traffic laws. The law has been effective since June 20, 2025.

Qualifying miniature vehicles can be titled and registered.

Are Kei Trucks Legal in Texas? What SB 1816 Actually Allows
The statute creates a title and registration route, not an automatic plate.
SB 1816, signed and effective June 20, 2025, added Transportation Code §§501.009, 502.001(21-a), 502.006 and 545.429. A miniature vehicle has four or more tires, complies with applicable federal law and is not within listed custom, neighborhood-electric, golf-cart or off-highway categories. It is a motor vehicle for Texas title and registration. Public-highway use requires both Texas title/registration and capability to follow the applicable traffic laws. Back to all state laws. Neighboring state guides: Louisiana and Arkansas.
The statute sets no special statewide 35-mph limit for this category. That does not make every high-speed route appropriate for a small truck: the specific vehicle must be capable of lawful operation on the chosen road.
The Texas Miniature-Vehicle Class
The newest official registration manual is dated August 2026, newer than the hub’s October 2025 citation.
Section 12.5 of the TxDMV Motor Vehicle Registration Manual, August 2026, explains that miniature vehicles can include foreign-built mini cars, trucks, vans and buses. They must be titled, and registered for public-road operation. The manual says the vehicle must meet the current inspection requirements and rejects road registration when ownership evidence or supporting documents show off-highway-only use. A kei truck’s Japan road-design and original ownership file therefore matter as much as its size.

Road Use, Inspection and Insurance
Texas’s highway test is the actual title, registration and traffic-law capability of the vehicle.
| Situation | Result under official guidance | Next action |
|---|---|---|
| Texas title and registration, road-capable | Potential public-highway route under §545.429 | Use roads the vehicle can lawfully operate on. |
| Off-highway-only ownership evidence | TxDMV manual says not eligible for road registration | Do not assume an ordinary plate can be issued. |
| No Texas title or registration | No public-highway operation under §545.429 | Complete the application first. |
TxDMV’s current imported-vehicle page says commercial vehicles still need a safety inspection; noncommercial vehicles no longer have that routine safety inspection, but listed counties may require emissions inspection. Classification and model year affect the actual check. DPS guidance updated March 19, 2026 confirms the noncommercial safety-inspection change.
Texas Kei Truck Registration: Import-to-Plate Sequence
TxDMV’s current imported-vehicle instructions route the final application through the county tax office.
- Prove lawful import and ownership. Keep customs release, HS-7, EPA declaration, Japanese export certificate, bill of sale and transfer chain. TxDMV requires a certified English translation of non-English ownership documents.
- Complete the vehicle ID inspection. TxDMV instructs imported-vehicle applicants to obtain Form VTR-68-A from a trained auto-theft investigator or other authorized inspector. Match the chassis stamping to the Japanese record.
- Complete applicable safety or emissions inspection. Commercial classification and the listed emissions counties change the requirement; seek the vehicle-specific instruction for the application.
- Submit Form 130-U and proof of insurance. Take the ownership, import, translation, VIN and applicable inspection papers to the county tax office for Texas title and registration.
The TxDMV imported-vehicle page publishes current categories of title, registration, inspection and tax charges. This evergreen guide does not quote a fixed total because county, classification and current fee schedule matter. Texas law also requires a motor-vehicle liability policy; use the kei-truck insurance guide to prepare a candid quote file.
Federal Entry Still Comes First
State recognition cannot replace NHTSA, EPA and customs paperwork.
NHTSA’s current FAQ describes the FMVSS 25-year exemption measured from manufacture. EPA’s current guidance provides separate emissions provisions, including an over-21 route dependent on original engine configuration. Keep the HS-7 and EPA declaration with customs and ownership records. Mirai’s USA import guide covers the full sequence.

Direct answers from enacted law and the August 2026 TxDMV manual.
Are kei trucks legal in Texas?
Yes, if they meet Texas’s miniature-vehicle definition, have a valid Texas title and registration, and can comply with applicable traffic laws. SB 1816 took effect June 20, 2025.
Does Texas have a blanket 35-mph road limit for kei trucks?
No. SB 1816 does not set a special statewide 35-mph limit for qualifying miniature vehicles; applicable traffic laws and the truck’s capability still govern.
Can I drive a kei truck on a public highway before titling it?
No. Transportation Code §545.429 requires Texas title and registration for miniature-vehicle public-highway operation.
Does a 25-year-old Japanese truck automatically qualify?
No. Federal entry age does not replace Texas’s miniature-vehicle definition, ownership evidence, inspection and title application.
Can an off-highway-only truck get road registration?
Generally no. The August 2026 TxDMV manual says a vehicle whose ownership evidence or supporting documents show off-highway-only use is ineligible for registration.
Are kei vans and cars included in the Texas category?
Generally yes. The August 2026 manual describes miniature cars, trucks, vans and buses; each vehicle must still meet the statutory definition.
Is a VIN inspection required for an imported truck?
Yes. TxDMV’s current imported-vehicle guidance calls for a law-enforcement identification inspection documented on Form VTR-68-A, with a stated military exception.
Do Japanese documents need an English translation?
Yes. TxDMV’s imported-vehicle instructions require a certified English translation for an ownership document written in another language.
Is a Texas safety inspection required in every case?
No. Texas ended routine noncommercial safety inspection in 2025, while commercial vehicles still require it; emissions inspection may apply by county and vehicle classification.
Do I need Texas liability insurance to register?
Yes. TxDMV lists proof of Texas-minimum liability insurance in the title and registration application file.
Can an engine-swapped truck use EPA’s over-21 provision?
Generally no. EPA’s age-based provision requires the engine to remain in its original configuration; a swap needs its own compliance route.
Can Mirai guarantee a Texas plate or highway use?
No. Mirai can help source and document the truck, but TxDMV, the county tax office, federal agencies and the insurer decide their own requirements.

How we checked this
We used enacted SB 1816, checked its effective date in official bill history, read the newer August 2026 TxDMV registration manual rather than the hub’s older citation, and compared the current imported-vehicle and DPS instructions. No individual chassis, insurance file or county application has been reviewed. Agency decisions remain vehicle-specific.
